Integrated Environmental Control Centre Research Project

PSI Transcom GmbH has collaborated with partners in the development of a monitoring and control system for natural and environmental disaster protection. The objective is to develop a system for the comprehensive monitoring of environmental parameters, together with improved disaster protection based on a holistic view of a combination of hazard scenarios. The aggregation of different data will enable a risk analysis in real-time as well as the modelling of escalation scenarios. In future, this information will provide a well-founded basis for the necessary decisions.

The goal of the  project
is to provide the basis for an integrated system for the monitoring and control of natural and environmental disasters.

The goal in the area of environmental research

is to provide a holistic view of the frequently occurring combinations of disaster scenarios and classes.

The goal in the area of information and communication technology
is to design an open and service-oriented IT architecture integrating widely distributed measurement information relevant for holistic disaster management or predictions by simple configuration and parameterisation.

System description
The integrated environmental control centre offers an integrated real-time interface. It also includes the "scenario management" module for the simulation of widely different developments in the scenario.

This applies to the already existing solutions for:

  • intensity level measurement and flooding predictions
  • airborne dyke monitoring
  • dyke bursting simulation and
  • monitoring of water quality

This integrated system also contributes to the harmonisation of geographical information systems (GIS) and alarm systems. The control centre combines the processes initiated in the different external systems and at the same time supports the user with the visualisation of a suitable combination of factual data and geodata in order to monitor and control these processes.

The environmental control centre makes the centrally available information and functions of the specialised interacting subjects available decentrally. Users from different organisations with different responsibilities are able to request the section for which they are responsible.

The integrated environmental control centre

  • coordinates the availability of functionality, regardless of the organisation's location
  • coordinates the availability of data and information for all participating organisations without a special provision procedure
  • automatically supports the processing of tasks on a common real-time basis
  • supports communication between the different organisations   
  • integrates existing applications
  • is not an additional stand-alone application, but a browser-based application interface capable of understanding the various tasks of the different users and supporting inter-organisational processes
  • makes individual applications available to all users, regardless of their organisation.

The costs of purchase and operation can be allocated in accordance with the tasks of the respective organisations and the use of the different applications.
