Protection of mobile theft through PSImeir

Since January 1995, it is mandatory for every GSM network operator to record access of all stolen units and to report them to the Central Equipment Identity Register (CEIR, IMEI DB) in Dublin. The goal is to prevent non-type-approved (cloned) or stolen mobiles from accessing the mobile radio network. With UMTS and its more expensive mobile phones, this becomes even more important.

PSImeir is a master equipment identity register (EIR) for public land mobile networks (PLMN). It is an administration system which is fully compliant with the GSM standards. PSImeir registers every network access attempt by mobiles with an International Mobil Equipment Identity (IMEI) that is not on the White List or on the Black List (i.e. cloned or stolen mobiles). This makes the theft of mobiles pointless and minimizes vast unpaid airtime.
